I am directed to acknowledge the receipt of

your letter of the 8th instant, and to inform you that it

has been carefully considered by the Governor who is of

opinion that no new facts have been adduced and that he is

therefore unable to alter the decision which was arrived at

by his predecessor after oxhaustivo enquiry and considerat-

ion of the subject.

Commenting on your letter it is observed

thatParagraph 2(1) the presence of the I.0.Us. in the

Sailors' Home safe is edmitted. The words "As the occur-

rence referred to is stated to have taken place on Saturday

the 22nd October, 1910" are not very clear, but they

apparently refer to the date of the placing of the I.0.Us.

in the safe. There is no evidence of any sort regarding

such date.

You state:- "As I have before pointed out,

the money in the Sailors' Home ante mes not Dovernment

money but belonged to the Sailors' Home", your inference

evidently being that the money lent by the shroff against

the 1.0.Us. was taken from that particular aefe.

argument throughout has been that, as the 1.0.Us. were in this safe, the money lent on them was taken from it. No

evidence has been adduced on either side to show whether

Sailors' Home money or Goverment money was lent on these
